It is no different to anything else. WWDC members received a copy of
Leopard Preview this week. Very interesting indeed.
Premier members will probably get either this preview or the next in
1-3 months - a guess on my part based purely upon my experiences with
Tiger.
Select members should get it shortly after Premier members.
Regular members probably won't receive Leopard at all until it is
released unless they have access to a Seed key.
I guess it is Apple trying to be somewhat selective in just how widely
its confidential information is distributed.
If it were as simple as signing up for a Hotmail account or mailing
list to get this information, why would anyone pay to demonstrate
their business commitment?

ADC ONLY. As opposed to Public Knowledge, i.e., no NDA applies.
My personal ADC membership is just the basic -- but my employer has
PREMIER, and grants me a SEED key -- so I see more than many, but less
than some (I'm sure), and it's damn hard to tell just what is free
game
for discussion, and what isn't...
