It's one of the discussion where everybody have right in the same time. Everything really depends on the problem that you have to solve with your software and on your personal likes and dislikes. All aproaches has some pros and cons. Full CSS pages mean positioning and some other problems eg. with browser differences etc. But it's true that you have much flexibility here - much more then with tables, but still you will not solve this question which one is better and why use this or that here or anywhere. Just do what you like the most and what is accepted by your customers and your final audience - that's the main point here.
