Sure. In fact, on my old iMac G4/1 Ghz development machine with
Xcode 2.2:
$ file /Developer/Applications/Xcode.app/Contents/MacOS/Xcode
/Developer/Applications/Xcode.app/Contents/MacOS/Xcode: Mach-O fat
file with 2 architectures
/Developer/Applications/Xcode.app/Contents/MacOS/Xcode (for

So the current Xcode 2.2 should run on new Intel-based iMacs.
Do I have to install a new intel-based Xcode?
I've read that a minor Xcode update, 2.2.1, will be released for
Intel Macs.
Will the WO installation work?
WO executables (in contrast to WO development tools) are Java, so
they should be architecture-independent. I.e., you should be able to
copy a WO app built on a PowerPC Mac to an Intel Mac deployment
server or copy a WO app built in an Intel Mac to a PowerPC Mac
deployment server.
What about using my current development setup, where I run OSX
Server 10.4.4 so that I can test deployment to the target server
environment?
Should be no problem.
