On Windows you need to add the jar's to %NEXT_ROOT%\Library\Java\JavaConfig.plist. But, I have never tried postgresql under Windows.

- %NEXT_ROOT%\libraray\WebObjects\extensions
- %NEXT_ROOT%\libraray\WebObjects\lib

Still no luck :-(
