Using Apache? You can probably do it using an Apache redirect.
Myself, I always use mod_rewrite and a rewrite rule to do this. Make
sure that mod_rewrite is loaded _after_ mod_webobjects if you are
using mod_webobjects:
<IfModule mod_rewrite.c>
RewriteEngine On
RewriteRule ^/$ /cgi-bin/Webobjects/
netBrackets.woa [last,passthrough]
</IfModule>
