Hi, Paul,
You can create a new pop up window either in WO or using JavaScript.
However, I've never seen a modal window pop up in browsers unless it
was a panel that they popped up for browser specific metadata (e.g. a
preferences panel, file open or save panel, etc.)
I think for your stated need, a window popped up by JavaScript would
be a better fit, but I know of no way to make it modal. Perhaps
others do.
