If you have the Xcode 2.2 disk or .dmg, the WebObjects installer package should be right there at the root of the disk. WebObjects was *not* included with any version of Xcode prior to 2.2.

If you don't have a Mac, your cheapest / easiest option is to buy a Mac mini. You can probably also buy WebObjects 5.2.4, but that version was not free. You can get the new (free) version to go on Windows, but that will be a path of pain for you.
