Unable to Launch wotaskd on WinXP

I have a fresh install of WebObjects 5.2 on Windows XP. I cannot however get the Apple WebObjects  Task Daemon to start.

When trying to start the WebObjects Task Daemon. I receive the following error

Error 5: Access is Denied

I am unable to launch any WO Applications at this point.

Your assistance is greatly appreciated.
