The WebObjects Task Daemon must access the WO config file. On OS X, it's at /Library/WebObjects/Configuration/SiteConfig.xml. I'm guessing that the equivalent path under Windows might be %NEXT_ROOT% \Local\Library\WebObjects\Configuration\SiteConfig.xml. Maybe a permission problems on %NEXT_ROOT%\Local\Library\WebObjects \Configuration or SiteConfig.xml itself is causing the access denied message.
