Oh, nice bug!

I ran a test case and it looks like NSTimestampFormatter does the right thing!
It's specifically DateFormat and subclasses (ie SimpleDateFormat) which are broken.
And they break depending on which -Duser.timezone is in effect when the code runs. :-(
