What do you like to hear? It depends on your design on how you can
integrate designers in the workflow. You don't need a real CMS to do
that - and it won't help because you still need to fit everything
together somehow.
Teach your designer in using a version control system and Eclipse and
he can work as all the developers do ... or build a minimized CMS
where he can put HTML in textfields that are used to display the page
afterwards ... There are sooooo many solutions for that, it depends
on what you REALLY need.
I guess the trick is to place all of the .html files in a common
directory that can be edited by the web designer. Then minimize the
use of the <webobjects> markup so that the web designer doesn't have
to learn much.
You try to fight the tool before you have even started your project.
I don't think that this is really good idea.

And is WO capable of grabbing the .html files from a location
outside the application?
Sure. You can tell it to do so. But again: you're fighting the tool.
My app is actually not a full fledged CMS, it is especially written
to support small homepages for individuals and small companies as
easy as possible but with nice things of e.g. giving the secretary
the ability of editing content and so on and just adding something
like a "current weather in area xy" with one checkbox and so on. The
designer works the least time of all the people on the individual
pages. But, as always: YMMV.
