Rule Editor FetchLimit ... How?

I have a Direct to WebServices app that is supposed to return all dealers in a table but returns the default limit of 100.  I've tried incorporating the FetchLimit key in a custom d2w.d2wmodel as described in the documentation but haven't managed more than 100 returned.  I need some help or pointing to better documentation please.

Here is how my rule looks in the d2w.d2wmodel:

LHS:  (operationName = 'ActiveDealers')

RHS:
Class: Assignment
Key: FetchLimit
Priority: 100
Value: "2000"

Any idea?  Help please.
