That looks right. And I suppose you are loading the right apache.conf?
i.e. your include is:
Include /System/Library/WebObjects/Adaptors/Apache2.2/apache.conf

If you did an upgrade install then the behavior is different on
client and server.
On server the Apache 1.3 will still be running using the config
files in /etc/httpd. When you go in the server admin and upgrade
your configuration files then Apache 2.2 will be running with the
config file in /etc/apache2.
On client the files in /etc/httpd will still be there but they are
not used, the config files are located in /etc/apache2.
Similarly there are two WebObjects adaptors: one in /System/Library/
WebObjects/Adaptors/Apache and one in /System/Library/WebObjects/
Adaptors/Apache2.2 with the corresponding config files.

Yes, but it's empty on a fresh Leopard Client install. Not sure
whether a fresh Leopard Server includes Apache 1.3 and its config
file in /etc/httpd.
And /etc/apache2/httpd.conf is what is really getting using on
Leopard?
Yes, by default. However, if one updates Tiger Client to Leopard
Client, I'm not sure whether /etc/httpd still contains the Apache
1.3 config file.
