In a way, that is good. wotaskd is not running and you need it to be
running. I don't have a Leotard machine handy and don't recall how
wotaskd is started on them. Is it launchd now on the client?

On the other issue, you're correct, the javaWOExtensions
framework is missing from that file in the App that doesn't
work. However, when I bring up the WO Frameworks Config window
for the project, it shows that that framework is selected. That
being the case, why would it not show up in the generated
MacOSClassPath file?
I am not sure. The WOLips classpath handling is in a terrible
state. Mike has it rewritten, but has not finished testing. It
might be that you have it included from one location, and it is no
longer there. Try editing the WOFrameworks library, then
rebuilding. That should set it right.

This could indicate a DNS related issue. Try running it as
'sudo lsof -n -i tcp:1085' instead
In case you are curious,
This option inhibits the conversion of network numbers to host
names for network files. Inhibiting conversion may make lsof
run faster. It is also useful when host name lookup is not
working properly.
If you have having host name lookup problems that could be why
WO is not working. I think you will need to resolve this issue
first. lsof should not hang on a correctly configured machine,
AFAIK.
