I will disagree. The WO install on the client should at least make
the Apache configuration correct for WO and should install the
script to start wotaskd. I don't think it should start Apache if it
is not already on, but if Apache is started, things should "just
work".
+1. And WO 5.3 (Xcode 2.x) on Tiger "client" do modify Apache's
configuration and add the startup scripts, so I don't understand why
it can't be done with 5.4 and Leopard.

I should buy Mac OS X Server for my development box? Not that I
think it's expensive or whatever, but I'm talking about
development, not deployment and I think that using WebServer
connect in development is a good idea and you have to have wotaskd
running for that and to start it, it's nice to have the launchd
scripts on client too.
