Oops, let me rephrase, any installer that is used on non-apple hardware. Splitting hairs would be to install on Windows or Linux using VMWare or Parallels, which is on Apple Hardware.
No, Q is correct. You can install (deploy) on any hardware. However, if you want to develop WebObjects, it needs to be on Apple hardware. Of course if you have Apple hardware, why the heck would you not be in OS X, but who knows what evil lurks in the hearts of men.
