I experienced something like this before. If you are using WOLips, this worked for me.

Right click your css file in WO Explorer and select WOLips Tools -> Include as WebServerResource
You should never have to do this if you're using the standard layout .. Something else is wrong if you have to, and you can actually weird things up if you start adding additional patternsets on top.
