Because your development configuration is different from what is on
the deployment machine.

When I try to bring up my site, I get The requested application
was not found on this server.
I try to restart it again, and I get the socket is in use. What
is it I've forgotten to do that is required when your IP address
changes? The host is setup as 127.0.0.1.
The host should be the primary IP on that machine NOT the loopback
address.
Type hostname at the command line to get the correct name.
