By the size of the DB, do you think that the new vehicle registration DB would be huge or poking back at the legacy DB is difficult because it's so huge and doesn't like to be poked?
Still, it might be worth doing. I am always amazed when I talk to large enterprise developers about how awful and full of legacy code big bureaucratic systems are, just last month a couple of Cobol programmers talked to me about some "still in existence" systems.
It would be a good conceptual design which could generalize a way of moving these kind of legacy systems forward.
