That sounds like a cool approach. I, too, suffer from a graphic arts deficit and will need a web designer for anything other than rough mockups.

For design and layout, I use a web designer.  :-)  I am profoundly not artistic.  That gives me the HTML and CSS.  Then I break that down into components in WebObjects using the Component Builder in WOLips.  Those components are then re-assembled into pages.  If you are making full pages in WO, you are doing it wrong.  :-)  Because of the component nature of the web UI, WYSIWYG editors are not really practical in development (e.g. it would be really hard to write one that would be useful).  I have found Xyle Scope (http://culturedcode.com/xyle/) useful for debugging and tweaking CSS.  A CSS framework like blueprint (http://www.blueprintcss.org/) can be very useful.  Also have a look at Compass and Sass (http://compass-style.org/, http://sass-lang.com/).
