Just to report back that I have finally traced and "avoided" this issue - and Q is right that it is due to the classpath issue.
What I have done is simply clicking the little "project >> clean .."... and after that this issue of famework classpath crops out.
I have no idea what is the behind the scene and how to recover those classpathes. Have anyone seen this before or just me? Or this button is to be avoided?

That looks fine to me.
Is there a chance that IBusinessUnitKeyValueParameters is available at build time, but not in the classpath at runtime?
