Does this directory need to be writtable by apache?

I think the directory just have to be writable by the user that runs the wotask app.

Check in the monitor the real path for the log file (Monitor -> Applications -> App Detail View -> Config -> Output Path) and test if the file has be created. If not, probably is a permissions problem, try first to add the full perm at the directory and see if it works.

And also check that your specified the UNIX path, assuming that your instance node was added as a UNIX host.
The path also has to end with a "/"
