I just replicated the issue by installing wotaskd on a 10.5 VM and a CentOS 5.6 VM. By looking at the request made by Monitor (thank you tcpflow!), I saw that wotaskd send the encrypted password:
POST /cgi-bin/WebObjects/wotaskd.woa/wa/monitorRequest HTTP/1.0
password: 126B90318055BAEFFEDF7BBCA5FF4E5E0XXX
cookie:

<monitorRequest type="NSDictionary">
<queryWotaskd type="NSString">HOST</queryWotaskd>
</monitorRequest>
But even if the password was the same on both wotaskd installations, the encrypted version is not the same! I modified the encrypted password in SiteConfig.xml to match the request, and bingo! it works.
