Things I have tried today:
1. moving /usr/local aside and rebuilding xemacs: didn't help
2. downloading the xemacs tarball and building it directly: failed at
unexec.c
unexec.c:212: header file 'a.out.h' not found
3. Moving /usr/X11R6 aside, installing a fresh copy of Apple's X11,
and rebuilding xemacs: didn't help
4. Fink install emacs21-xaw3d: this works, and it looks like a nice
version of emacs. Unfortunately, I'm using a package designed for
xemacs.

You don't need to *erase* /usr/local. Try to move it away:
sudo mv /usr/local /usr/local_away
fink rebuild xaw3d libtiff libpng libjpeg xemacs
If this helps, you can then move it back.
