I think It has something to do with the startup file
/etc/share/tcsh/examples/rc
You mean /usr/share/tcsh/examples/aliases
but I dont know how it defines the variable TERM-PROGRAM
It doesn't, and that's the problem.
This is a well-known bug, introduced by Apple with Jaguar, trivial to
fix, mentioned many times on this list and elsewhere, and one of those
that Apple refuse to fix.
