This goes right along with the problem of tabbing through a
web form and it *skips* right over drop down items.
ctrl-F1 turns full keyboard access on/off (it's also a setting in
System Prefs->Keyboard->Full Keyboard Access)
from there, ctrl-F2 highlights the menu bar and arrow keys can take
over.
