quartz-wm wouldn't run on your exceed system, it only works on a system with quartz (which would be a mac). It's very likely that it doesn't even work remotely to other macs.

You can export X11 apps from a mac to the windows box, but you'd need to either use a window manager that works entirely using the x11 protocols, or run a window manager locally on the PC side and then export only applications to it.
