Well, /usr/X11R6 is outside your user area, and was created by the X11
installer, for which you had to enter your administrator password.  --
That did a sudo -- so the directories and files created during
installation are owned by root/wheel.  Therefore, to change them or add
new files, the make/installer will need to do a sudo.   So "Yes!".

I gave all that detail to make it clear that under most circumstances
when you're installing anything outside your /Users/xxx directories,
you'll need to do a sudo.
