Why is this and how do I fix it so that xman will format a manual

ok, I guess someone is going to tell me again that I need to have the
Apple Developer Tools installed but as an average Mac user, why?
At least for the next beta release it should say in the first splash
page of the X11 for Mac OS X Installer "You need to have Apple
Developer Tools Installed for full operation".
In the final release of Apple X11 I want these kinds of things
pre-installed including fink and everything it needs so I can start
using UNIX applications on my Mac now.
Put the following in your .xinitrc:
GROFF_TYPESETTER=latin1
As to why the developer tools for an average user.
Well, I'd expect the average user wouldn't want the developer tools.
But then I wouldn't expect the average user to be trying beta software,
particularly X11.
I doubt the average user wants to "start using UNIX applications on my
Mac now" either.
Perhaps you're not an "average user"? That would also explain why you
need the developer tools installed.
