We've been working on this problem here also so that other window
managers can work with the menubar. But besides the suggestions made
here, you'll have to wait for the next release.

Does icewm have a config file like wmaker? In that case you can change
the placement specifying an origin.

Maybe ManualPlacement = 0? Not ideal though.
