OK, I can see that X11 can't hide Ice's windows.

so it sends an event to the window manager asking it to do it

X11 sends an event to Ice?

No, IceWM doesn't know to ask for the event (since it's nonstandard) so it won't be sent to it



If I may be so bold, are there plans for multiple desktops for X11?
