xterm won't use my shell?

I'm trying to get xterm to start up with bash. I changed my shell with netinfo manager and Terminal figures it out, but not xterm. It is picking up a value from someplace, but I can't figure out where. Obviously not the same place as Terminal.
Also, I noticed that something has put /usr/X11R6/bin in my path twice. These may be getting both mangled in the same place, it would be nice to figure out where that came from. I am not currently setting the path myself with a config file in my home directory.
Someone mentioned environment.plist. I don't have one yet, if I create this will that get used instead? If I don't know where the environment is coming from now, I'd like to know that if I do this then it will actually use it.
