It has been observed that if you don't quit X11 via "Quit" in its menu but by some other method, then it leaves the lock file (and maybe also a file /tmp/.X11-unix/X0) behind. You have to remove these manually first before someone else can start X11.app.

I have a minor follup to the above post - if you quit using the "click-and-hold" menu that appears above the X11 dock icon, both /tmp/.X0-lock and /tmp/.X11-unix remain.
