X11 gets key-downs that it shouldn't

When X11.app is the front application, it sees some keys that it
shouldn't get:
1) When you pull down a menu, navigate with the arrow keys and choose a
menu entry with <return> or <space>, the X11 window that has the
focus gets the return or space key; if you cancel the menu with Esc,
the Esc key gets through too (annoying if emacs has the focus). The
arrow keys are not seen by X11 though.
2) If you press a system-wide hot key (e.g. defined with Keyboard
Maestro or DragThing), sometimes X11 sees the key too; but not
always. I haven't found a pattern yet. Also, sometimes X11 only
gets some of the modifiers; for example, if I define the hot key
ctrl-option-cmd-S to switch to a certain application, sometimes X11
will see this as ctrl-S (very annoying if a terminal is in front,
until you figure out that you have to press ctrl-Q to make it work
again).
