Not necessarily -- there are services that people manually start and stop,
and utilities that require a manual startup, such as VNC.

And 'service sshd restart' is one step -- and doesn't require waiting for
the machine to shutdown and restart.

Do you have restart envy? ;-) ;-) ;-) ;-)
