emacs won't open new window?

I noticed this problem recently, and considered the result of some
fooling around on my part. Well, I just finished doing a clean os
install and I still can't get emacs to open up in a new window like
it's supposed to. This was working just fine before. DISPLAY looks like
it's set proper and everything. I have a lovely little .xinitrc that
does nothing but start up an xterm and the window manager. Way back
when there was some talk about plists and such, but I didn't need to
create one to get this working at the time.
It acts like I've used the -nw option and starts emacs in the current
window. The default action is supposed to be open a new window, and the
result has just enough X that I can use the mouse and that sort of
thing. If I try "emacs &" it just sits there as a background process. I
also have a script I use to start emacs with some files, and now when I
use that I get the message "emacs: standard input is not a tty".
Maybe what I installed before (with fink) was different than what is
now the os default? I've got the latest X11 now, too. Other things like
xclock work fine but I haven't tried installing anything else to see
what happens. (I'm not a fan of xemacs, for example.)
Anybody else notice something like this? It seems that a lot of people
are interested in xemacs, but I'd be happy to have my plain old one
working like it did before.
