You're right of course. I need to restart X11 after adding the new
screen. The thing that confused me was that it I could move windows
horizontally without restarting X11 but not vertically - I only tried
the horizontal thing after I mentioned to a friend that cross-screen
dragging didn't work and he said it worked for him.

Oh damn, I already have filed a bug report. Oh well, they can always
ignore it. It was #3307473 if anyone's interested.
