can't build xemacs

With X11 Beta 3, I can no longer build xemacs (and my previous version no longer runs properly):

Error: Could not find a suitable Athena library to build with.
### execution of ./configure failed, exit code 1
Failed: compiling xemacs-21.4.9-3 failed


What now?
