My question though is why SHOULDn't it be available? I don't see this

Asking someone to argue a negative is not very helpful.
An interesting question is why SHOULD Apple keep it available. Apple
knows that X11.app and quartz-wm are not of release quality. They know
that the software is a potential risk to the valued data and time of
their customers. They offered that software to customers with dire
warnings that the software could adversely affect the users environment
in many, many ways.
Why SHOULD they submit the users to those dire circumstances any longer
than usual... particularly when they have also provided an environment
which they KNOW limits that liability significantly.
Maybe they shouldn't provide the user with Beta software any longer
than necessary because they value their customers and wish them to
continue as customers.
