There is a workaround if you can boot into MacOS 9. Restart into 9 and
open the Keyboard control panel. Click on the Function Keys button and
disable the special functions. You'll then have regular function keys.
Unfortunately, if you can't boot into MacOS 9 then you're out of luck.
I think uControl is trying to address the fn key issue.
