Can't find Xm.h

I'm an experienced programmer, but not with X11 and expecially not on MacOS X.
I have installed Panther (clean install) including X11 from Disk 3. Then I installed the
developer tools from the Xcode CD including the X11 SDK. I've ran X11 and it brings up a
terminal window just fine, so that works.
The first program I tried to compile (which is why I installed X11) immediately gave me this
error message when compiling:
main.c:5:19: Xm/Xm.h: No such file or directory
main.c:7:24: Xm/ToggleB.h: No such file or directory
The program compiles just fine on an SIG IRIX system as well as on an HPUX system.
I thought maybe the include path was wrong, so I went searching for Xm.h. I typed: find /usr
-name "Xm.h" -print
It came up with nothing! I went and looked around manually and there are other headers
there, but not Xm.h.
I've done some web searching, but didn't find anything conclusive.
What did I miss? What is Xm and why could I not find it? Do I need to install something else?
