I'm afraid I don't have an answer to your question, since I'm running
21.4p9 (which I think is from the stable tree) on Panther, and it doesn't
do this for me. What happens if you type M-x dired, does it work as
expected? If not, maybe you should check it's picking up your packages
correctly.
However, I would warn you that for me when in bibtex mode, doing
full-buffer operations like bibtex-validate or bibtex-reformat causes the
whole lisp interpreter to fall over and xemacs to dump core. I think it
did this for me both on 21.5 and 21.4, and seems to be specific to the
Darwin build (I couldn't reproduce it on a Linux build.)
Apart from this, it has been fine. Just be sure to save your bibtex
buffer before doing anything, as there are few things more frustrating
than seeing the editor die before your eyes, taking your references as it
goes.
