Well if I open a new shell in Terminal.app another instance of login is
launched first before tcsh in X11 a only a new tcsh is launched so I
would think Xterm is not launching a login shell. FYI .login is
executed before .cshrc if the shell is a login shell.

That's all true but logging in to OS neXt - Aqua - does none of those
things. Neither does starting up X11 from the Finder.
Environment variables can be set on login to Aqua using
$HOME/.MacOSX/environment.plist (More on Apple.com. Ask if you'd like
a sample.)
Everything you do there must be absolute. No adding an item to an
existing $PATH.
Also watch out for /etc/csh.login. As delivered by Apple it overlays
- not adds to - any $PATH you have set up before. My recommendation is
just to toss it out. It is executed as Terminal.app is started up if
your default shell is tcsh. It is not executed on startup of a BBEdit
worksheet or from an AppleScript. X11 might be using it. Is a shell
started from X11 a "login" shell?
