I suspect this is probably because when you wake the machine, the UI
reappears before the network connections have come up. Consider the case
where a machine is on a DHCP lease and its' lease expires while it is
asleep. It must not bring back up the interface until it has a valid
lease, and it takes time for the interaction with the DHCP server to get a
new lease. While in theory you could lock the UI until the network was
ready, Apple would then get a flurry of complaints that "my Powerbook
freezes for five seconds after wake before I can do anything."

I am still on the Beta 3 X11 on System 10.2.8 (running on an iBook), run
it all day every day, and it works fine for me, even with the trackpad.
Of course, I get annoyed when I move connection, change IP address, and
can't open new xterms, but I realise that this is an artifact of the X11
protocol and xauth, and certainly can't lay the blame for this at Apple's
door.
