I assume you can type those keys in non X11 apps. In X11 preferences
is "Use the system keyboard layout" checked? Is the correct format
for your loacality chosen in your International Preference Pane? Does
this happen if you log in as another user. If not then what is in
your .xinitrc, .bashprofile or.cshrc say if you have them.
