I don't know if it's a known bug (bugs reported to Apple seem like they go
into a sink), but it indeed does not work and it does not just affect Hebrew.
For Hebrew I suppose you can at least use setxkbmap, but for Chinese
and Japanese I have to run an input server to provide the X input methods.
At least the Chinese input methods provided by the X input servers usually
work much better than the ones provided by Panther/Tiger. Makes me
wonder why Apple does not provide a way to hook X input methods into
the normal Apple GUI so that I can use the better ones from X...
