X11 Install on Xserve 10.4.8

Any advice or help, is graciously appreciated.

X11 produces no display window on an Xserve (via ARD)
The program is running, evidenced by the icon in the dock.
But cannot open a window.

FWIW,
X11SDK and X11User were both installed from the Server O/S installation disk:
xserve$ sw_vers
ProductName:    Mac OS X Server
ProductVersion: 10.4.8
BuildVersion:   8L2127

and as well:
/etc/profile was edited to add
DISPLAY=:0.0
export DISPLAY
