It fixes the fact that you had to click *twice* on the dock icon to
get it to come to the front, or use Cmd-Tab.
To put this in perspective, 8 months ago (during Leopard development,
so this was private code) it was not possible under any circumstances
to bring the X11 windows to the front, so X11 was entirely unusable
because you could see no windows.
4 months ago, I managed to make it so that if you click twice on the
icon, the windows come to the front.
Now, clicking once on the icon (or switching using cmd-tab) makes all
of the windows come to the front.
We're still not to the point where it works "correctly", but we're
making progress.
