I think it can still be used to debug the problem people are having confirming the window ordering discrepancy between quartz and X11, but I'd rather see the name than try to remember the window ID number. Does anyone know a better way to get the window title that will work here? If not, I'll just try to make use of this as is to confirm Greg's theory.

I can reproduce the expose bug on all my machines now, it's just that it sometimes works and sometimes doesn't. When it does work, I observe the following:

The window is elevated on screen
The window is elevated in the X11 list
The window title is drawn correctly (ie the selected window has colored close/max/min buttons).

When it doesn't work, I observe the following:
The window is elevated on screen
The window is NOT elevated in the X11 list
The window title is NOT drawn correctly (ie the selected window has greyed out close/max/min buttons).
The window that receives the focus is the old one with the colored close/max/min buttons.

This seems to support Greg's theory.
