Preferences panel certainly must not be an X11 user :-/

Yup you're right. I have been xmodmapping my Caps Lock keys
on almost every unix I've used since a long time ago, but I can't
do this on OS X. I can't believe this... :-/
I wonder if it is technically possible for X11 to bypass this layer
of the system and access the real raw keycodes directly at all...
